Proposals created in UI other than Astro do not appear.

For example, proposals created with Sputnik CLI, commonwealth.im, v2.spunik.fund.

If we ping MP it's possible to get the AstroDAO middleware to reindex and the proposals are visible, but it's not reasonable to do this every time a proposals is created outside of Astro.
